Lawmakers Call for Policy Changes to Defeat ISIS

A day after a Russian plane was brought down by what officials suspect to be a bomb planted by the Islamic State, House Foreign Affairs Chairman Rep. Ed Royce and Chairman of the Senate Homeland Security and Governmental Affairs Committee speak to CQ Roll Call about their concerns regarding the Islamic State.

Royce, who has held several testimonies on the threats faced by the group, said the current White House strategy needs to change.

“As long as the president doesn’t change the policy because, three quarters of our planes returned without dropping their ordnances because of the rules of engagement,” he told CQ Roll Call on Thursday.
