“The real horror story this Halloween is what’s preventing Congress from doing its job,” Sen. Charles E. Grassley said Wednesday. Maybe members can’t get their jobs done because they’re a bit distracted after the Washington Nationals won the World Series for the first time in franchise history.

Congressional leaders emerged from a White House meeting with President Donald Trump Wednesday without any clear path for ending the partial government shutdown. Democratic leaders Nancy Pelosi and Steny Hoyer said the House will still hold a vote Thursday, once the 116th Congress begins and Democrats gain power, on a measure to reopen the government, despite Trump saying he would not sign it.
