National Democrats are courting a third recruit for a top California House race, after two other potential candidates recently took themselves out of contention.

Fowler Mayor Pro-Tem Daniel Parra is considering challenging GOP Rep. David Valadao in the Central Valley-based 21st District, according to a source with knowledge of Parra’s plans.

The Democratic Congressional Campaign Committee has been in contact with Parra about the race, according to two sources with knowledge of the conversations.

Parra, an Air Force veteran, was first elected to the Fowler City Council in 2008. The agricultural community of just under 6,000 people is located south of Fresno. In 2014, he lost a bid for the Fresno County Board of Supervisors.

Democrat Joaquin Arambula, an emergency medical doctor in the district, had been talking to the DCCC about a run. But on Monday, he passed on the race according to the Fresno Bee , citing his young family.

Former Capitol Hill aide Amanda Renteria, a top recruit who lost to Valadao in 2014, will not run again. Renteria is the top contender to be political director of former Secretary of State Hillary Rodham Clinton’s presidential campaign.

Democrats hope to knock the two-term Valadao from office in 2016. His Hispanic-majority district voted for President Barack Obama by an 11-point margin in 2012.

Democrats hope presidential-year turnout will help them defeat Valadao as the party looks to net the 30 seats  necessary to take control of the House.
