DCCC Reserves $43.5 Million in TV Airtime for Midterms

The Democratic Congressional Campaign Committee has reserved $43.5 million in television airtime in dozens of targeted House districts this fall — a signal the party is attempting to play defense and offense in a challenging midterm cycle.  

The money is split across 36 districts, including 17 pickup opportunities, according to a DCCC aide. More districts and more money could be added to the reservations as the cycle progresses, the aide said.  

The DCCC had $43.3 million in the bank at the end of April and has raised more than its Republican counterpart by large margins this cycle. The committee ended April with an $11 million cash-on-hand advantage over the National Republican Congressional Committee.  

These ad reservations give insight into which members Democrats see as vulnerable, and which seats the DCCC sees as the best possibility to take in November. They also signal to outside groups where the the party might need help on the airwaves this fall.  

However, parties can cancel or change these reservations until shortly before the advertisements air in most cases.  

Here are the districts where the DCCC has reserved airtime:  

Arkansas’ 2nd District: $625,000 from Oct. 21 to Nov. 4 on Little Rock broadcast. This is an open-seat race because GOP Rep. Tim Griffin is running for lieutenant governor.  

Arizona’s 1st District: $2.2 million from Sept. 2 to Oct. 6 on Phoenix broadcast and cable to defend Democratic Rep. Ann Kirkpatrick.  

Arizona’s 2nd District: $700,000 on Tucson broadcast and cable from Oct. 14 to Nov. 4 to defend Democratic Rep. Ron Barber, one of Roll Call’s 10 most vulnerable members of Congress .  

Arizona’s 9th District: $1.3 million on Phoenix broadcast and cable from Oct. 21 to Nov. 4 to defend Democratic Rep. Kyrsten Sinema.  

California’s 10th District: $1.1 million on Sacramento broadcast from Oct. 21 to Nov. 4 targeting GOP Rep. Jeff Denham. The likely Democratic nominee here is bee farmer Michael Eggman .  

California’s 7th District: $500,000 from Sept. 9 to Oct. 20 on Sacramento cable, followed by $1.2 million on Sacramento broadcast and cable from Oct. 21 to Nov. 4 to defend Democratic Rep. Ami Bera.  

California’s 21st District: A combined $1 million across the Bakersfield and Fresno broadcast and Spanish-language broadcast networks from Sept. 9 to Sept. 22 against GOP Rep. David Valadao. Valadao is likely to face top Democratic recruit Amanda Renteria, a former Capitol Hill aide.  

California’s 26th District: $950,000 on Los Angeles cable from Sept. 23 to Nov. 4 to defend Democratic Rep. Julia Brownley.  

California’s 31st District: $625,000 on Los Angeles cable from Sept. 23 to Nov. 4 to play offense in an open-seat race to replace retiring GOP Rep. Gary G. Miller. The potential Democratic nominee will be determined in a June 3 primary.  

California’s 52nd District: $1.4 million on San Diego broadcast and cable from Sept. 19 to Oct. 13 to defend Democratic Rep. Scott Peters, another of Roll Call’s 10 most vulnerable members of Congress .  

Colorado’s 6th District: $1.4 million on Denver broadcast from Oct. 21 to Nov. 4 to play offense against GOP Rep. Mike Coffman. He will likely face former state Speaker Andrew Romanoff in November.  

Connecticut’s 5th District: $670,000 on Hartford broadcast and cable from Oct. 24 to Nov. 4, and $90,000 on New York City cable from Sept. 23 to Nov. 4 to defend Democratic Rep. Elizabeth Esty.  

Florida’s 2nd District:  $400,000 on Tallahassee broadcast and cable, and $385,000 on Panama City broadcast and cable from Sept. 30 to Oct. 20 to play offense against GOP Rep. Steve Southerland II. He is likely to face Democratic attorney Gwen Graham in November.  

Florida’s 26th District: $970,000 on Miami Spanish-language broadcast from Oct. 21 to Nov. 4 to defend Democratic Rep. Joe Garcia.  

Georgia’s 12th District: $490,000 on Augusta broadcast and cable from Sept. 2 to Oct. 6, and $670,000 on Savannah broadcast from Sept. 9 to Oct. 6 to defend Democratic Rep. John Barrow.  

Iowa’s 3rd District: $1.3 million on Des Moines broadcast from Sept. 5 to Oct. 20 in this open-seat race to replace retiring GOP Rep. Tom Latham.  

Iowa’s 4th District: $440,000 on Des Moines broadcast and $230,000 on Sioux City broadcast from Oct. 21 to Nov. 4 to play offense against GOP Rep. Steve King.  

Illinois’ 10th District: $800,000 on Chicago broadcast and cable from Oct. 21 to Oct. 27 to defend Democratic Rep. Brad Schneider.  

Illinois’ 12th District: $940,000 on St. Louis broadcast from Sept. 12 to Sept. 29, and another $940,000 from Oct. 21 to Nov. 4 on St. Louis broadcast to defend Democratic Rep. Bill Enyart.  

Illinois’ 13th District: $940,000 on St. Louis broadcast from Oct. 21 to Nov. 4 and $670,000 on Champaign broadcast and cable from Sept. 30 to Oct. 20 against GOP Rep. Rodney Davis. Davis will face former judge Ann Callis in November.  

Massachusetts’ 6th District: $965,000 on Boston/Manchester, N.H., broadcast from Oct. 28 to Nov. 4, and $460,000 on Boston-Manchester cable from Oct. 7 to Nov. 4 to defend Democratic Rep. John F. Tierney.  

Michigan’s 1st District: $450,000 on Traverse City broadcast from Sept. 2 to Sept. 22, and $490,000 on Traverse City broadcast from Oct. 14 to Nov. 4 to play offense against GOP Rep. Dan Benishek.  

Michigan’s 7th and 8th and 11th districts: Because media markets overlap in these districts, these buys cut across multiple districts represented by GOP Reps. Tim Walberg and Kerry Bentivolio, plus the open-seat race to replace retiring Rep. Mike Rogers. The DCCC reserved $290,000 on Lansing broadcast from Oct. 21 to Nov. 4, and $850,000 on Detroit broadcast from Oct. 21 to Nov. 4.  

Minnesota’s 7th District: $1.5 million in Minneapolis-St. Paul broadcast and cable from Oct. 14 to Nov. 4 to defend Democratic Rep. Collin C. Peterson.  

Minnesota’s 8th District: $1.1 million on Minneapolis-St. Paul broadcast and cable from Oct. 7 to Oct. 20 to defend Democratic Rep. Rick Nolan.  

New Hampshire’s 1st and 2nd districts: Because media markets overlap, these buys defend both Democratic Reps. Carol Shea-Porter and Ann McLane Kuster in the Granite State’s two House districts. The DCCC reserved $1.7 million on Boston-Manchester broadcast from Oct. 7 to Oct. 20, $650,000 on Manchester WMUR broadcast from Oct. 7 to Oct. 20, and $200,000 on Boston-Manchester cable from Oct. 7 to Oct. 20.  

New Jersey’s 3rd District: $650,000 on Philadelphia cable from Aug. 12 to Nov. 4, and $640,000 on New York City cable from Aug. 12 to Nov. 4 in the open-seat race to replace retiring GOP Rep. Jon Runyan.  

New York’s 1st District: $1.4 million on New York City cable from Sept. 9 to Oct. 20 to defend Democratic Rep. Timothy H. Bishop.  

New York’s 11th District: $950,000 on New York City cable from Aug. 12 to Oct. 13 to play offense against vulnerable GOP Rep. Michael G. Grimm, who was recently indicted by the FBI for a multitude of tax fraud and other charges.  

New York’s 21st District: $480,000 on Albany broadcast and cable, $140,000 on Watertown broadcast and $200,000 on Burlington-Plattsburgh broadcast from Oct. 21 to Nov. 4. Democrats are defending this open-seat after Democratic Rep. Bill Owens’ retirement.  

New York’s 23rd District: $300,000 on Buffalo broadcast and $165,000 on Elmira broadcast and cable from Oct. 21 to Nov. 4 to play offense against GOP Rep. Tom Reed.  

Pennsylvania’s 6th and 8th Districts: Due to overlapping media markets, these buys both play offense against GOP Rep. Michael G. Fitzpatrick in the 8th District, and play offense in the 6th District, open due to GOP Rep. Jim Gerlach’s retirement. The DCCC reserved $1.9 million on Philadelphia broadcast from Oct. 21 to Nov. 4.  

Texas’ 23rd District: $940,000 on San Antonio broadcast from Sept. 23 to Oct. 13 to defend Democratic Rep. Pete Gallego.  

Virginia’s 10th District: $2.8 million on Washington, D.C., broadcast from Oct. 21 to Nov. 4 in this seat, being vacated by retiring GOP Rep. Frank R. Wolf.  

West Virginia’s 3rd District: $300,000 on Bluefield-Beckley broadcast and $435,000 on Charleston-Huntington broadcast from Sept. 2 to Sept. 22; and $200,000 on Bluefield-Beckley broadcast and $290,000 on Charleston-Huntington broadcast from Oct. 21 to Nov. 4. These buys would be used to defend Democratic Rep. Nick J. Rahall II,  one of Roll Call’s 10 most vulnerable members of Congress .
