The two newest members of the Government Printing Office’s leadership team, announced by Public Printer Davita Vance-Cooks this week, bring a combined 66 years of experience with the agency to their new posts.

Herbert H. Jackson Jr., picked as the GPO’s new chief administrative officer, and Andrew M. Sherman, named chief of staff, both joined the agency in 1980.

Jackson started as a clerk in the GPO’s print procurement division and steadily rose through the agency’s ranks. In 2009, he graduated from the Harvard Business School’s Executive Education General Management Program and was named the GPO’s chief acquisitions officer. He then advanced to acting chief management officer and, most recently, served as managing director of the GPO’s Business Products and Services unit.

Vance-Cooks said Jackson’s experience in the areas of staffing, security, information technology and acquisition of new equipment would provide “critically important leadership” as the GPO continues its transition to digital.

In addition to his Harvard education, Jackson studied business administration and English at the University of Maryland. He also holds a bachelor’s degree in biblical studies from the Sure Foundation Biblical Institute of Seminole, Fla., where he is currently pursuing a master’s degree.

Sherman takes the reins as chief of staff after 16 years as the GPO’s chief point of contact with Congress, most recently as the agency’s chief communications officer. He has received multiple awards within the agency including the GPO’s highest honor, the Public Printer’s Distinguished Service Award, in 1992.

Vance-Cooks said Sherman’s work with Congress, federal agencies, the media, libraries and industry partners has given him “a wealth of institutional knowledge and experience at GPO that cannot be overvalued.”

Sherman holds two degrees in government from the University of Virginia. During the 1990s he held multiple offices in the National State Publishing Association (now the National Government Publishing Association).

Jackson and Sherman will also work with Jim Bradley, who was named deputy public printer on Tuesday. The announcements round out the leadership team for Vance-Cooks, who was sworn in as the GPO’s 27th public printer on Aug. 21.
