The Senate moves to executive session at 11:30 a.m. to consider the nomination of Patty Shwartz of New Jersey to the 3rd U.S. Circuit Court of Appeals; it will hold a vote on the nomination at noon. The chamber recesses from 12:30 p.m. to 2:15 p.m. for caucus lunches. Pending in the Senate is a motion to proceed to a bill that would require a background check for every gun sale.

The House considers three measures under suspension of the rules, including one on hydropower development and one on the acquisition and protection of battlefields.
