Veteran congressional aide Richard Hertling, most recently staff director and chief counsel for the House Judiciary Committee, is joining Covington & Burling’s global public policy and government affairs practice.

Hertling has also worked for the Senate Homeland Security and Governmental Affairs Committee, the Senate Judiciary Committee and the Justice Department.

In joining Covington’s policy and lobbying team, he follows recent high-profile additions, including former GOP Sen. Jon Kyl, the Arizonan who was recently Senate minority whip, and former Rep. Howard Berman, a California Democrat and former chairman of the House Foreign Affairs Committee.

Hertling will work with Kyl and Berman, as well as others on the Covington team.

“Richard is admired and trusted on both sides of the aisle as a straight-shooter who knows how to get things done,” Dan Bryant, who chairs the firm’s global public policy practice, said in a statement. “He is a workhorse with as wide and deep a grasp of policy issues as anyone in Washington — on issues that matter a lot to our clients and the business community. We could not be more thrilled to have someone of Richard’s caliber joining our team.”

Hertling’s title will be of counsel, and he will be based in D.C.

Patton Boggs, best known as Washington, D.C.’s biggest lobbying practice, is branching out well beyond the Beltway. The firm has set up shop in Dubai, United Arab Emirates.

The new outpost won’t be Patton Boggs’ only one in the region; it already has a presence in Doha, Qatar; Abu Dhabi, United Arab Emirates; and Riyadh, Saudi Arabia.

The Dubai team formerly worked for the firm Kilpatrick Townsend and includes Thomas P. Wilson, Scott Hutton and Angie Hegazi.
