Whitney Phillips has been hired as communications director for Sen. Heidi Heitkamp, D-N.D. She was communications director to former Sen. Joseph I. Lieberman, I-Conn. She also served as a press assistant, legislative correspondent and tour/internship coordinator for Rep. Ed Perlmutter, D-Colo., and press secretary former Rep. Stephanie Herseth Sandlin, D-S.D.

Nancy Dolan has been hired as the staff director for the Democrats on the House Veterans’ Affairs Committee. She was deputy assistant secretary for policy at the Veterans Affairs Department. She was a Defense Department congressional legislative fellow and military legislative aide to Rep. Michael H. Michaud, D-Maine.

The following people have been hired or promoted at the Center for a New American Security:

Shawn Brimley has been promoted to vice president and director of studies. He was a senior fellow. Brimley has served as director for strategic planning on the National Security Council staff. He also worked as a special adviser to the undersecretary of Defense for policy under President Barack Obama. He was a research associate at the Center for Strategic and International Studies.

Phillip Carter has been named senior fellow and director of the military, veterans and society program. Carter was a non-resident senior fellow and chief operating officer of Caerus Associates. He worked as an associate at McKenna Long & Aldridge. He was a deputy assistant secretary of Defense for detainee policy under Obama. He served as the national veterans director for the 2008 Obama campaign.

Janine Davidson has been hired as a non-resident senior fellow. Davidson is assistant professor in the school of public policy at George Mason University. She also has served as deputy assistant secretary of Defense for plans under Obama. She worked as director of stability operations capabilities at the Department under President George W. Bush.

The following three people have been hired at law and lobbying firm Hogan Lovells:

Charles “Chuck” Clapton has joined the health practice as a partner. Clapton was a Republican health policy director for the Senate Health, Education, Labor and Pensions Committee. He has worked as chief health counsel for the Republican staff of the House Ways and Means Committee. He also has worked as a policy assistant to former Rep. J. Dennis Hastert, R-Ill.

Christopher J. Walsh has joined the corporate practice group. Walsh was an executive vice president and general counsel at UnitedHealth Group. Walsh has worked as executive vice president and chief legal officer at Optum, a subsidiary of UnitedHealth Group.

Mitchell E. Zamoff has joined the litigation, arbitration and employment practice group. Zamoff also was an executive vice president and general counsel at UnitedHealth Group. He was a partner and deputy chairman of the white collar and government investigations group at Hogan & Harston. He also has worked as an assistant U.S. attorney for the Justice Department.

Meagan Buren has been hired at communications firm Laszlo Strategies as vice president. Buren was a senior project director at consulting firm Luntz Global. She has worked as worked as director of research and training at The Israel Project, a pro-Israel think tank. She also is the director of marketing and communications for the Columbus Jewish Foundation.

David Belkin has been hired as head of fundraising and institution building at Laszlo Strategies. Belkin is the owner of David Belkin Consulting. He has worked as a consultant for the Israel Project. He also has worked as a consultant at the American Israel Public Affairs Committee.
