Shannon McGahn has been promoted to staff director of the Republican staff of the House Financial Services Committee. She was deputy staff director for strategy and public affairs. She also was communications director for the House Republican Conference. McGahn also has worked as deputy staff director of communications. She served as a spokeswoman to former Rep. Tom Delay, R-Texas.

Kirsten Mork has been promoted to deputy staff director for the Republican staff of the House Financial Services Committee. Mork was policy adviser. She also has served as a financial services policy adviser to Reps. Tom Price, R-Ga., and Peter Roskam, R-Ill.

Garth Gasse has been hired as director of retail operations, asset protection at the Retail Industry Leaders Association. Gasse was regional asset protection manager at Toys R Us/Babies R Us. He also was security investigator for Victoria’s Secret stores. He was regional loss prevention representative for CVS Pharmacy.

Lisa LaBruno has been promoted to senior vice president for retail operations at the RILA. LaBruno was vice president for loss prevention and legal affairs. She also has worked as a senior in-house attorney at The Home Depot. She was a corporate litigation attorney at the Archdiocese of Newark, N.J. She served as assistant prosecutor in the Hudson County, N.J., prosecutor’s office. She was associate attorney at Hannoch Weisman. She was an adjunct professor at Seton Hall University.

Jill Bader has been hired as communications director at the Republican State Leadership Committee. She was Florida communications director for the Republican National Committee and the Romney Campaign. She also has worked as senior public policy and communications adviser for the Girl Scouts of the USA. Bader also served as press secretary to Sen. Lamar Alexander, R-Tenn., and the Senate Republican Conference.

E. Donald Elliott has joined the environmental and product liability practices at law and lobbying firm Covington & Burling as senior of counsel. Elliott was a partner and chairman of the worldwide environment, health and safety department at Willkie, Farr & Gallagher. He worked as general counsel of the EPA. He also worked as special litigation counsel for corporate environmental programs at General Electric Corp.

Laura Billings has been promoted to member in the white collar criminal defense practice. Billings was counsel. She has worked in the Manhattan district attorney’s office as an assistant district attorney in the trial division and the investigations division. She also has worked as a congressional aide for the House Armed Services Committee.

Steven R. Dixon has been hired as a member in the federal income taxation issues practice. Dixon was an associate at Shearman & Sterling. He has worked as an associate at Miller & Chevalier. He also has worked as an associate at law and lobbying firm Baker & McKenzie.

David T. Hardin has been has been promoted to member in the international trade practice. Hardin was counsel. He has worked as an associate at law and lobbying firm Vinson & Elkins. He also has worked as a legal intern at the Commerce Department’s industry and security bureau.
