Former National Republican Congressional Committee Executive Director Guy Harrison has joined OnMessage Inc., a Republican political consulting firm, as a partner.

Harrison is a longtime aide to newly minted House Rules Chairman Pete Sessions, and he followed the Texan to the NRCC in 2009. At the NRCC, Sessions, as chairman, and Harrison, as his executive director, directed the Republican takeover of the House in 2010 and helped the party hold its majority in 2012.

“Guy built the best team in congressional politics at the NRCC, and we know he will make our OMI team much better,” OnMessage partner Brad Todd said of the native Texan. “He’s tough, he’s a brilliant strategist, and he’s a natural leader.”

Todd and his company consulted for the NRCC during the 2010 and 2012 cycles.

Full-Court Press

The National Republican Congressional Committee filled its press shop for the 2014 cycle. Daniel Scarpinato, formerly a regional press secretary, returns as national press secretary, Nathaniel Sillin will continue as the Northeastern regional press secretary, and Katie Prill will add the Southeast to her portfolio, which includes the Midwest.

The new hires include Ian Prior, who will work the Western and Great Plains states. He was previously a spokesman for Brendan Doherty’s campaign in Rhode Island. Tyler Houlton is returning to the NRCC as the policy press secretary after working in Colorado politics.

Matt Gorman, a veteran of Mitt Romney’s presidential campaign, is the new rapid response director. Another Romney alum, Danielle Varallo, will be the digital and press coordinator. She previously worked for former GOP Reps. Charles Bass of New Hampshire and Michael N. Castle of Delaware. Meanwhile, Annie Clark will move from the NRCC’s independent expenditure unit to be the new director of radio and television.

Carolina on Her Mind

With an eye on what is likely to be a tough re-election bid, Sen. Kay Hagan, D-N.C., has beefed up her Senate office with two seasoned political operatives.

One is a familiar face: Sadie Weiner is her former press secretary and deputy communications director. Weiner got her start on Hagan’s 2008 Senate campaign and then joined her official office.

Weiner has since served on the re-election campaigns of Sen. Patty Murray, D-Wash., in 2010 and Sen. Sherrod Brown, D-Ohio, in 2012.

Hagan’s other new staffer is Lindsay Siler. She has been an operative for a number of Democratic campaigns and causes in the Tar Heel State, including Planned Parenthood and President Barack Obama’s re-election campaign. Siler will be based in Raleigh, N.C.

Show Me a New Chairman

The Missouri Republican State Committee selected Ed Martin as its new chairman on Saturday.

Martin is a former chief of staff to Gov. Matt Blunt, son of Senate Republican Conference Vice Chairman Roy Blunt, and previous House candidate. The race for the position was close, with Martin winning narrowly.

“Martin, of St. Louis, won the seat on a 34-32 vote, edging out David Cole, a Cassville attorney who has held the post since January 2009,” according to the Joplin Globe newspaper.

Other members elected to the state party’s leadership included Vice Chairwoman Trish Vincent, Secretary Pat Thomas and Secretary and Treasurer Richard Peerson.

A-Viva Teachers

Aviva Bowen, district director for Rep. Mike Quigley, D-Ill., has taken a job as communications director at the Illinois Federation of Teachers.

Bowen is based in Chicago and has been with Quigley since he was sworn in to Congress in 2009 after winning a special election. She took a leave in 2010 to serve as communications director for Dan Seals in the 10th District. In the final weeks of the 2012 election, Bowen ran communications for Illinois Democratic Rep. Bill Foster’s successful campaign to return to Congress.

Bader Heads to RSLC

Jill Bader has been named communications director to the Republican State Leadership Committee.

She worked on campaigns for Tennessee Republican Sens. Lamar Alexander and Bob Corker, as well as for Wisconsin Gov. Scott Walker. The RSLC works to elect Republicans to state legislatures.
