Charles Kelly has been hired as chief of staff to Rep.-elect Dan Maffei, D-N.Y. Kelly was regional political director for the Democratic Congressional Campaign Committee. He was a senior political aide to former Virginia Gov. and current Sen.-elect Tim Kaine.

Marc Brumer has been hired as communications director to Maffei. Brumer was spokesperson for Maffei’s 2012 campaign. He was deputy director of external affairs at the Manhattan Borough president’s office. He worked for Sen. Kirsten Gillibrand’s, D-N.Y., 2010 campaign. He also has worked as a consultant at War Room Consulting. He served as director of advance and special assistant at the National Action Network. He also was campaign aide for Andrew Cuomo’s 2006 gubernatorial campaign.

LaVarne A . Burton has been elected chairwoman of the National Health Council. Burton is the CEO of the American Kidney Fund. She has worked as president of the Pharmaceutical Care Management Association, a trade association. She has also served at the Health and Human Services Department under President Bill Clinton as an executive secretary and as deputy assistant secretary for budget policy.

David M. Fitzsimmons has been promoted to senior vice president of finance and administration at the National Association of Chain Drug Stores, a trade group. Fitzsimmons was vice president of finance and accounting. He also has worked as controller at The World Around Us Inc., a publishing company.

Karen A. McGee has been re-elected managing partner of the Washington office at law and lobbying firm Barnes & Thornburg. McGee is a member of the firm’s global services practice group and the associations and foundations practice group. She also is a member of the corporate and intellectual property departments.

Tiffany M. Releford has been elected as a partner at Whiteford, Taylor & Preston. Releford was an associate. She maintains both a labor and employment practice and a community associations practice.

John Irving has been promoted to partner at Holland & Knight. He was senior counsel in the litigation section. He also has served as counsel to the deputy attorney general and counsel to the assistant attorney general in the environment and natural resources division at the Justice Department under President George W. Bush. He was assistant U.S. attorney in the Attorney’s Office for the District of Columbia.

Bill LeBeau has also been promoted to partner at Holland & Knight. He was senior counsel in the government section.

Nancy Roy has been promoted to vice president of clinical services for the staffing solutions division at Maxim Healthcare Services. Roy has worked at Maxim as an accounts manager and general manager. She also has worked as regional director of nursing for the home care and staffing divisions.
