Mike Hybl has been hired as chief of staff to Sen.-elect Deb Fischer, R-Neb. Hybl was executive director of the Nebraska Public Service Commission. He also has served as a shareholder to Omaha-based Consortia Consulting. He was president of the Nebraska Trucking Association. He also worked as director of government relations for Great Plains Communications in Nebraska. He was legal counsel to the Nebraska unicameral legislature.

Todd K. Scharf has been named chief information security officer and associate director in the office of information technology at the Securities and Exchange Commission. Scharf was assistant director for corporate information security. He also worked as a data security analyst at GE Information Services. He was associate vice president for corporate information security, director of network operations and information security, and operations manager for information security at the Financial Industry Regulatory Authority (FINRA).

Colleen M. Conyngham has been named special agent in charge of the administrative division at the FBI’s Washington office. Conyngham was section chief in the security division at FBI Headquarters. She also has worked as assistant special agent in charge of the Houston division. She also served as chief of an undercover support unit in the criminal investigative division at FBI headquarters. She also was a supervisory special agent of a public corruption and civil rights squad. She was an assistant legal attaché in Colombia. She was supervisory special agent in the undercover and sensitive investigations unit in the criminal division at the FBI.

Pamela Wright has been promoted to chief innovation officer at the National Archives and Records Administration. Wright was the chief digital access strategist. She has worked at the Archives as a processing archivist. She also has served as a member of the White House’s open government working group.

Jennifer Wickre has been hired as associate director of government relations in the Washington office of the University of California, San Francisco. Wickre was a senior legislative assistant for Rep. Jerry Lewis, R-Calif. She has worked as an assistant scheduler for Lewis. She also has worked as a student assistant in the office of public relations at Claremont McKenna College.

Joshua Baca has been hired as vice president of campaign services at DDC Advocacy, a campaign strategy business. Baca was the national coalitions director of Mitt Romney’s 2012 presidential campaign. He has worked at DDC Advocacy as a campaign director. He also has worked as a legislative assistant to former Rep. Heather A. Wilson, R-N.M.

Kathy Calvin has been named president of the UN Foundation. Calvin is the CEO of the foundation where she also worked as the chief operating officer and the CEO of the UN Foundation board. She has served as the president of the AOL Time Warner Foundation. She also has worked as press secretary for former Sen. Gary Hart, D-Colo.

Timothy E. Wirth has been named vice chairman of the UN Foundation board. Wirth is the founding president of the foundation. He has served as a Democratic representative and senator of Colorado. He also has served at the State Department as undersecretary of global affairs under President Bill Clinton.

Adam Di Vincenzo has been promoted to partner in the litigation department of law and lobbying firm Gibson, Dunn & Crutcher. Di Vincenzo was a senior associate. He is the associate editor of the American Bar Association’s Antitrust Law Journal. He has also worked as a law clerk at the White House’s office of counsel and for the Justice Department’s antitrust division.

Scott Martin has been promoted to partner in the litigation department of Gibson, Dunn & Crutcher. Martin was an associate. He has worked as a judicial clerk to the Appeals Court Judge Alex Kozinski. He also has worked as a law clerk for Supreme Court Justice Antonin Scalia.

Jessica Fore has been promoted to partner at Baker Botts, a law and lobbying firm. She was a senior associate.
