Mark Miner, a former spokesman to Texas Gov. Rick Perry, has joined McGuireWoods Consulting as senior vice president in its Austin, Texas, office.

“Mark has been a successful political strategist on some of the highest-profile campaigns around the country, developing and implementing winning strategies for candidates as well as clients in the private sector,” said McGuireWoods President L.F. Payne, a former Congressman from Virginia.

Miner most recently served as national press secretary for Perry’s presidential campaign. He was also the top spokesman in the governor’s office and on Perry’s 2010 re-election campaign.

Former Perry adviser Luis Saenz was hired in January to lead the new Austin office.

Cicilline Hires Hyers

Eric Hyers is returning to run Rep. David Cicilline’s (D-R.I.) first re-election.

Hyers announced his second stint as campaign manager in a message to supporters Monday.

“I managed David’s campaign for Congress in 2010 and I am so excited to tell you first that I am returning to Rhode Island to manage his reelection,” Hyers wrote in a message posted to Cicilline’s Facebook page. “There is no one I’d rather work for than David Cicilline, and no team I’d rather work with than all of you.”

After running Cicilline’s first campaign in 2010, Hyers has served as executive director at the Connecticut Democratic Party for the past year. He ran a Virginia legislative race in 2009, did field work on the 2008 campaigns of President Barack Obama and former Sen. John Edwards (N.C.), and worked on a Congressional campaign for now-Sen. Kirsten Gillibrand (D-N.Y.).

Campaign Turnover

New Mexico Congressional candidate Michelle Lujan Grisham has hired two new campaign hands to lead her race in the most competitive district in the state.

The Bernalillo County commissioner is one of three Democrats vying for the Albuquerque-based seat of Democratic Rep. Martin Heinrich, who is running for Senate.

Replacing former campaign manager Jason Henry, who recently left the campaign, is Dominic Gabello, who managed former Rep. Harry Teague’s (D-N.M.) unsuccessful re-election in 2010. Gabello has extensive experience in Virginia, including as a staffer to former Gov. Tim Kaine and Sen. Mark Warner and on Brian Moran’s 2009 gubernatorial campaign.

Grisham’s new spokesman is Gilbert Gallegos, who served eight years as communications director and deputy chief of staff to former New Mexico Gov. Bill Richardson (D). Gallegos also worked for 10 years as a reporter for the now-defunct Albuquerque Tribune.

Both started on the campaign in February.

Bass Reels One In

The New Hampshire Union Leader reported that Rep. Charles Bass (R) hired veteran Manchester-based consultant B.J. Perry to help with his re-election bid.

Perry, who was the state GOP’s field director in the 2010 cycle, will lead organizing, voter ID, get-out-the-vote efforts and fundraising, the newspaper reported.

Perry is the owner of Liberty Strategies and Development, which he started in January 2011. He also previously served as a staffer to former Sens. Judd Gregg and John Sununu, and he was Gregg’s field director in 2004.

Bass is facing a second straight tough race against Democrat Ann McLane Kuster.

In Layman’s Terms

California Congressional candidate Raul Ruiz has hired Kyle Layman as his new campaign manager, the Palm Springs Desert Sun reported.

Ruiz is a top Democratic recruit taking on Rep. Mary Bono Mack (R) in California’s Inland Empire. Layman replaces Tizoc DeAztlan, a local political consultant.

“Now is a critical point in our juncture. We’re going to bring it up to the next level,” Ruiz told the newspaper.

The district is tough for Democrats, but the national party hopes Ruiz, a doctor, can overcome the GOP’s advantage.
