Roll Call’s Monday guide to events worth noting on and off Capitol Hill

It’s Halloween, and legislative tricks and treats are available on both sides of the Capitol for the first time in two weeks. The Senate returns from its weeklong recess Tuesday and is expected to resume work on the fiscal 2012 minibus appropriations measure. The House will consider, among other things, a pair of bills aimed at boosting access to capital before departing for another week away from Washington.

TODAY

Cain at AEI. GOP presidential candidate Herman Cain talks with Kevin Hassett of the American Enterprise Institute about his 9-9-9 tax plan. Following the discussion, a panel of experts will debate the pros and cons of the proposal.

Boehner in Kentucky. Speaker John Boehner will talk about the “jobs crisis” at the University of Louisville’s McConnell Center.

O Boo. If the prospect of a presidential candidate discussing taxes isn’t scary enough for you, try the Family Friendly Halloween Costume Party at the Mansion on O Street.

TUESDAY

Super Committee in Session. The Joint Committee on Deficit Reduction holds a hearing on previous debt-reduction proposals.

WEDNESDAY

Lieberman Talks Asia. Connecticut Sen. Joe Lieberman (I) delivers the annual B.C. Lee Lecture on U.S. Policy in the Asia-Pacific Region at the Heritage Foundation.

Author Talk at the Portrait Gallery. Author Cathleen Cahill discusses and signs copies of “Federal Fathers and Mothers: A Social History of the United States Indian Service, 1869-1933” at the National Portrait Gallery.

THURSDAY

Doing In DOMA. The Senate Judiciary Committee marks up legislation that would repeal the Defense of Marriage Act, a symbolic act of legislation that has no chance of becoming law in this Congress.

FRIDAY

Picture This. The weeklong FotoWeek DC photography festival kicks off with a pair of events, one at FotoWeek Central at 1800 L St. NW, the other at the Corcoran Gallery of Art.
