Senate Republicans, looking to transform a legislative defeat in Washington, D.C., into a political victory at home, were leaving Capitol Hill on Friday armed with a strategy memorandum outlining plans for health care and the economy moving forward.

The memo, prepared by Senate Republican Conference Chairman Lamar Alexander (Tenn.) and Vice Chairwoman Lisa Murkowski (Alaska), signaled that Senate Republicans plan to spend the upcoming two-week spring recess communicating exactly what they mean by their vow to “repeal and replace” the new health care reform laws.

The memo, titled “Getaway Points,” offers six bullet points of specific items that Republicans would like to repeal and six points explaining what policies they advocate as replacements. The strategy sheet includes a section titled “Who will pay? Putting a face on cost” and features a section on the economy and the national debt, with the word “economy” bolded in red and subsections headlined “Jobs” and “Spending & Debt.”

The Senate GOP strategy sheet makes it clear that Republicans plan to use their “repeal and replace” mantra as a jumping off point to discuss the economy and their plans to create jobs and lower the federal deficit. Republican Senate aides have said the GOP will frame health care reform as job-killing legislation that will depress economic growth.

Republican Senators also are being sent home with a chart showing how, according to the minority, the health care legislation signed into law Tuesday by President Barack Obama was made even worse by the reconciliation package of adjustments cleared by the House on Thursday.
