The Dutko Group has signed up Republican strategist Terry Holt as a senior vice president and director of public affairs.

Holt, 40, has worked on and off Capitol Hill during the past 16 years. Holt started in 1986 as aide to Sen. Dick Lugar (R-Ind.) and is best known for his years with the House GOP leadership working under then-Majority Leader Dick Armey (Texas) and Rep. John Boehner (Ohio), as well as a stint during the 2000 presidential campaign with the Republican National Committee.

“At the intersection of policy, politics and the press, Terry has been a go-to strategist,” said Gary Andres, a Dutko senior managing partner. “He helps us offer our clients a unique perspective on public affairs and he understands how policy can be impacted by the media. We are looking forward to having Terry on the team.”

Longworth Evacuation. The Longworth House Office Building was evacuated Tuesday afternoon after a manual fire alarm was pulled.

Although there was no emergency, it took about an hour for the building to be reopened because the alarm needed to be reset, according to Capitol Police spokeswoman Jessica Gissubel.

“At that point it was basically just a malfunction,” she said.

Defense Acquisition. Steve Moffitt — until recently legislative director for Sen. Don Nickles (R-Okla.) — joined the Department of Defense this week.

The newly minted deputy assistant secretary for Senate affairs had served the Sooner State Senator since 1994.

A Berkeley, Calif., native, Moffitt has also worked as an aide to Rep. Jim Saxton (R-N.J.) and for the Defense Base Closure & Realignment Commission.

The 38-year-old Moffitt holds a bachelor’s from Brigham Young University.

Sigall formerly worked at Arnold & Porter as senior associate in the firm’s intellectual property and technology practice group.

He worked in the Library’s Copyright Office from 1997 to 1998.

He is a 1990 graduate of Duke University and received his law degrees in 1996 from the Catholic University of America.
