Rep. Martha McSally, R-Ariz., a retired Air Force fighter pilot, ended her five-minute floor speech on Wednesday with a subtle description of her dress and shoes. The move was a nudge at House leadership, which still enforces rules about how members dress on the floor of the Capitol; for females, that includes no sleeveless tops and no open toe shoes.
