Like most of Orange County, the 40th is historically wealthy and Republican, although these inland areas are less affluent than the coast. The district forms a half circle that contains Orange County's northern and western midsize cities. It extends north from Los Alamitos on the Los Angeles County border to take in most of Fullerton before turning southeast to reach Orange and Villa Park. It wraps around Anaheim and Garden Grove, taking in small chunks of each.

Before massive growth a generation ago, Orange County was largely agricultural and blanketed with orange and lemon groves, and many cities were dairy farm communities -- there are no longer any orange juice processing plants in the county. Relying heavily on aerospace, defense and technology, the 40th's economy achieved more diversity in recent decades but remains vulnerable to job losses. Despite economic slowdowns, Knott's Berry Farm amusement park and other venues in Buena Park still lure tourists.

Fullerton is home to a Raytheon facility and a Kimberly-Clark paper mill, as well as a California State University campus that is one of the city's major employers. Adams Rite Aerospace in Fullerton makes airplane cockpit security doors, which Congress mandated on commercial airliners after the Sept. 11 terrorist attacks. Orange plays a major role as the district's health care center, home to four hospitals. Cypress is the headquarters of PacifiCare Health Systems.

Orange, the solidly suburban district's largest city, and Fullerton are both upper middle class and have seen modest growth in the last decade; Stanton is a more blue-collar community. Whites make up 39 percent of the district's population, and an influx of wealthier Hispanics and Asians has shifted the 40th's demographics. Republicans tend to dominate local, state and national elections here, but John McCain earned only 51 percent of the district's 2008 presidential vote.
