The Senate resumes consideration of the motion to proceed to the fiscal 2013 defense authorization bill, while also working on an agreement for amendments to a U.N. treaty that would establish global standards for the treatment of people with disabilities.

The House Rules Committee considers rules for floor debate on a bill to direct visas to foreign graduates of American universities with doctorate or masters degrees in science, technology, engineering and math. The panel is expected to recommend a closed rule that bars amendments.

The House is holding its organizational conference in the afternoon.
