The Senate resumes its attempt to stave off budget cuts and tax increases related to the fiscal cliff. Although Senate leaders and the White House continue to negotiate possible solutions, no bill has been put forward yet, and no votes likely would be taken until the evening.
The House will consider a number of measures under suspension of the rules, including the intelligence authorization, as well as a bill calling for condemnation of the North Korean missile launch on Dec. 12. No action on fiscal cliff legislation has been scheduled.

Lois Lerner, director of exempt organizations for the IRS, arrives for a House Oversight and Government Reform Committee hearing on the investigation of the IRS' targeting of political groups. Lerner invoked her Fifth Amendment right to not testify and caused a protest from some committee members when she offered an opening statement and engaged in dialogue with members before invoking the right.
