Carbon Reduction Hits States Unevenly

The Financial Times reports that "President Barack Obama’s plan to cut power plants’ carbon dioxide emissions places a widely differing burden on different states, opening the proposals to objections from those that feel they are being treated unfairly."  

"Figures published by the Environmental Protection Agency, which is drawing up the new rules, show that the targets for 2030 range from a 72 per cent reduction in measured emissions rates to a cut of just 11 per cent."
