Congratulations to CQ Roll Call photographer Chris Maddaloni, who won first place in the White House News Photographers Association’s 2013 Eyes of History Feature Single. Maddaloni’s winning photo, “School’s Out,” was this image pulled from his photo story on Capitol Hill’s K-9 bomb detector dogs. The photo depicts inmates at Florida’s Bay Correctional Facility preparing to head back to their cells after a day’s work of training the dogs on basic obedience and socialization. Lois Lerner, director of exempt organizations for the IRS, arrives for a House Oversight and Government Reform Committee hearing on the investigation of the IRS' targeting of political groups. Lerner invoked her Fifth Amendment right to not testify and caused a protest from some committee members when she offered an opening statement and engaged in dialogue with members before invoking the right.
