Rep. Jan Schakowsky (D-Ill.) is formally asking Attorney General Eric Holder to name a special prosecutor or an independent commission to investigate torture.
The newly disclosed Justice Department memoranda, as well as the International Committee of the Red Cross 2007 report finding that the federal government engaged in torture, make clear that a full top-to-bottom criminal investigation of possible torture crimes is warranted, she wrote in a letter this week.
There is mounting evidence that the Bush Administration systematically implemented, from the top down, detainee interrogation policies that constitute torture or otherwise violate the law, Schakowsky added, saying the investigation should look at everyone from former President George W. Bush on down.
So far the Obama administration has sought to keep any investigation within the Justice Department, despite concerns from some Congressional Democrats that the department would essentially be investigating itself.
