On the morning the super committee was supposed to reach a deal by, a line of dark storm clouds approached Capitol Hill. This offered the perfect opportunity to shoot a graphically interesting image of the Capitol while illustrating the trouble brewing in Congress. I raced up to the CQ Roll Call building’s roof terrace, where I had a clear view of the storm and the Dome below.
