Sam Graves (R-Mo.) is escalating his cultural war with former Kansas City Mayor Kay Barnes (D), accusing her of pushing “a homosexual agenda” and shopping a mid-1970s magazine article in which Barnes, a former sexuality consultant, encouraged masturbation.
