Years ago, a national newspaper described campaign finance reform as Frankensteins monster. It still is. The latest reminder comes in a confused Federal Election Commission ruling that fines the Sierra Club $28,000 for illegal corporate spending, based on voter scorecards issued in Florida in 2004.

Debbie Wasserman Schultz (D-Fla.), in co-sponsoring legislation aimed at promoting breast cancer education?
