While much of the attention on last weeks intraparty Republican dispute over the interrogation of terror suspects focused on a standoff between the White House and moderate Senate Republicans, Congressional Republicans and Democrats say the Bush administrations continued misreading of Capitol Hill had at least as much to do with the scuffle.
