As the man who decides how issues are brought to the Senate floor, Majority Leader Bill Frist (R-Tenn.) could use a few procedural tricks up his sleeve to stack the deck in favor of President Bush if he decides to force an intraparty showdown this week over the treatment and interrogation of detainees in the war on terrorism.
