Earmark Reform Deal Still Elusive

A deal on earmark reform continues to elude House Republican leaders as Appropriations Chairman Jerry Lewis (R-Calif.) indicated Tuesday that the latest draft proposal still fails to meet the requirements necessary for members of his powerful spending panel to sign off on the rules changes.
