Senate Majority Leader Bill Frist (R-Tenn.) continued to profess Tuesday that he harbors hope that Congress can vote on a lobbying reform conference report before lawmakers break for the campaign trail at the end of the month. But given the record so far, the prospects look exceedingly dim.
