Lisa Murkowski (R-Alaska) joined a small group of Senators to sponsor a cap-and-trade bill that aimed to find middle ground in the increasingly heated debate over global warming. Spearheaded by Sen. Jeff Bingaman (D-N.M.) and then-Republican Sen.
