ABA Panel Targets Signing Statements

The American Bar Association on Monday strode into a debate that has pit some in Congress against President Bush’s expansive vision of executive power, as the legal association issued a unanimous task force report criticizing Bush for crafting more than 100 “signing statements,” which some say undercut portions of laws he was signing.
