After spending his 45th birthday in jail, Phillip Thompson, an aide to Sen. Jim Webb (D-Va.), appeared in D.C. Superior Court on Tuesday to plead not guilty to felony charges for carrying his bosss loaded handgun into a Senate office building Monday.
