Let’s Shift Gears in Voting-Rights Enforcement

Congress is currently considering whether to renew Section 5 of the Voting Rights Act. Once one of the most powerful weapons in the civil-rights arsenal, Section 5 remains an important, but increasingly ineffective, tool for policing the difficult terrain where race and politics intersect. Because this decades-old enforcement mechanism is not working as well as it once did, we need a new strategy for protecting minority voters.
