How to Improve the Presidential Campaign Fund

Millions of Americans recently completed their 2005 tax returns, and in doing so were asked on the front page of their 1040 if they wanted to designate $3 of their taxes toward the Presidential Election Campaign Fund. Congress established that fund in 1971 as a way of reducing the influence of private money in presidential elections and promoting electoral competition.
