Grants Should Be Given Based on Risk

It’s simple, really — homeland security grants should be allocated on the basis of risk, delivering federal funding to the areas that need it most. We have to focus on protecting the most likely terrorist targets; and, in almost every case, that means the areas with the most economic activity, critical infrastructure and tourist activity.
